On March 18, 2013, The Providence Center (TPC) and Care New England (CNE) in Rhode Island announced a partnership to launch new emergency and short-term residential behavioral programs that integrate behavioral health services across community-based and hospital-based systems of care. The two organizations entered into an affiliation agreement, which will enable them to launch a Short-Term Residential Substance Abuse Treatment Program to be located on the CNE’s Butler Hospital campus. The program will be managed by TPC and supported by Butler physicians. Funding arrangements were not described in the announcement.
CNE and TPC are also planning to collaborate on emergency services. The two organizations are exploring opportunities for TPC’ s behavioral health care practitioners to provide psychiatric and substance abuse assessment, counseling and follow-up services to patients that present in the emergency departments of CNE affiliate hospitals. CNE and TPC also seek a continuum of care and to offer a diverse range of behavioral health programs and services in multiple care settings; and to develop more coordinated and accountable care delivery and payment options.
CNE is non-profit integrated health care system founded in 1996 by Butler Hospital, Kent Hospital, and Women & Infants Hospital. The system includes primary care and specialty physicians; two teaching hospitals affiliated with Brown Medical School, Butler and Women & Infants; a community hospital, Kent; a visiting nurse and home care agency, the VNA of Care New England; and Care New England Wellness Center. For the fiscal year ended September 30, 2012, CNE reported total revenues of $846 million.

TPC is a large non-profit community mental health organization founded in 1969 that now serves more than 12,000 children and adults annually through eight locations in Providence, Burrillville, Cranston, Pawtucket, and Warwick, Rhode Island. Its services include more than 40 programs and wraparound services for mental health and addiction treatment. For the fiscal year ended June 30, 2011, The Providence Center IRS Form 990 reported revenue of $31.9 million and expenses of $31.5 million, with program expenses at $26.7 million. Its three largest service lines were adult mental health, child and family services, and addiction treatment. Adult mental health services were provided to over 11,450 people; revenue for this service line was $14.0 million and expenses were $15.7 million. Child and family services were provided to over 4,325 children/families; revenue for this service line was $2.7 million and expenses were $6.3 million. Addiction services were provided to over 2,400 people; revenue for this service line was $2.3 million and expenses were $4.6 million.
